Following the establishment of the National Information Technology Authority – Uganda (NITA-U), it was recommended that the National Data Transmission Backbone Infrastructure and E-Government Infrastructure (NBI/EGI), Business Process Outsourcing (BPO) and District Business Information Centers (DBICs) projects be transferred to NITA-U. On 22nd January, January 2010, the NBI/EGI project was officially handed over to NITA-U followed by the BPO and DBICs hand over on 5th February, 2010.
The BPO project aims at creating jobs for the youth through the use of IT enabled services (ITeS). So far, the Ministry of ICT is happy to have completed the development of the BPO strategy and model that will be used to guide the development of the Industry from here on. The Ministry has also managed to bring together several players in the BPO Industry and have now formed the Uganda BPO Association. The DBICs project aims at creating value addition by bringing together information from different sources and transforming that into applicable solutions, including ICT and e-business support in order to enable the integration of Small Medium Enterprises (SMEs) in national and global value chains. This will help reduce the digital divide between urban and rural areas. So far, the Ministry of ICT has established six pilot such centres in the Districts of Kamwenge, Mityana, Busia, Lira, Iganga and Rukungiri on a Public Private Partnership. The Minister, Hon. Aggrey Siryoyi Awori thanked the Ministry officials for initiating and managing the projects until NITA-U was established. He called upon the Board of Directors and management of NITA-U to continue from where the Ministry had stopped and take the projects to higher levels.
