NATIONAL POSTCODE AND ADDRESSING SYSTEM – ENTEBBE PILOT PROJECT
BACKGROUND
The Ministry of Information and Communications Technology is implementing the National Postcode and Addressing System Project in collaboration with other stakeholders like Uganda Communications Commission, Posta Uganda, Ministry of Lands, Housing and Urban Development, Ministry of Local Government, National Bureau of Standards and Entebbe Municipality.
The Project was conceived after a March 2008 study and subsequent report by the Universal Postal Union consultant. This report among other issues recommended the following:
- The development of a Postcode system for Uganda;
- The recognition of a National Postcode and Addressing System by Government as priority because of its multiple benefits to the socio-economic life of a country;
- A project approach to be used for successful implementation;
- Postcodes are necessary to modernize postal services in Uganda; and
- The Postcode is necessary to keep Uganda in step with international trends and best practice.
The Government of Uganda, through the Ministry of ICT, with advice from UCC and Posta Uganda, decided to go ahead and start planning for the implementation of a Postcode system in Uganda. It was thereafter agreed that the project should be phased out starting with a pilot project that would be used as a learning phase before rolling out to the rest of the country hence the Entebbe Pilot project.
Entebbe was chosen mainly because of its relative good planning of the town and the good mix between urban and semi-urban settings.
The project is multi-institutional with the following key stakeholders; Ministry of ICT, UCC, Posta Uganda, Uganda National Bureau of Standards (UNBS), Ministry of Local Government and Ministry of Lands, Housing and Urban Development. The ultimate goal of the project is to provide a physical address for everyone in Uganda (Entebbe Municipality for the pilot project). Relevant Links:
