The Ministry is headed by a Minister who is also the political head of the sector. He is assisted by a Minister of State. The Permanent Secretary is the Chief Executive and Accounting Officer, responsible for the overall management of the Ministry. The approved organizational structure of the Ministry is composed of the following:
  1. Directorate of Communications & Broadcasting Infrastructure comprising the Departments of Telecommunications and Posts, and of Broadcasting Infrastructure;
  2. Directorate of Information Technology and Information Management Services comprising the Departments of Information Technology, and Information Management Services;
  3. Department of Finance and Administration;
  4. The Procurement & Disposal unit, Internal Audit, and Planning and Policy unit;
  5. Uganda Institute of Information and Communications Technology; and 
  6. Autonomous Institutions comprising of Uganda Communications Commission (UCC), Posta Uganda, Broadcasting Council (BC), the National Information Technology Authority (NITA-U), and Uganda Telecommunication Limited.
The diagrammatic representation of the approved structure of the MoICT is shown in Figure 1. In addition, the key private telecommunication infrastructure service providers include UTL, MTN, Zain, Warid and Orange Telcom recently enrolled.
